To engineer a baby, you must travel to the future, and go to the hospital where you can choose to engineer a baby for $5,000 Simoleons. You need to have both parents of the baby present to go into the hospital.
If you don't have a partner, but want to try this in the future, befriend Emit or another townie and drag them along.

You then have the choice to 'Customize' or 'Randomize' the baby's DNA. You can choose hair colour, eye colour, and traits for the baby. The only thing you really cannot choose is which parent the baby resembles more, unfortunately.
It will take multiple hours for your Sims to engineer a baby. It's recommended to go with high motives, due to how long this process actually takes, as the Sims remain in the hospital during this time.
